The Downtown Development Authority (DDA) has no current official involvement in this proposed Trammell Crow Residential (TCR) project approval process. Our members (neighbors and individuals with strong economic ties to our CBD) have opinions, but we have no current role and have not discussed it in any of our meetings. The developer – TCR – has petitioned the Board of Mayor and Commissioners for a Development Agreement, and as such is going through prescribed meetings with our city’s Architectural Review Board (ARB) and Planning and Zoning Board (PZB) that will make recommendations to the BOMC.
Should TCR request, as part of this development, a Tax Abatement (Bonds for Title) transaction, then the DDA would become involved, as that process would start with TCR making application to the DDA. Should that happen, then the DDA would discuss and vote on the application in a public meeting, and make a recommendation to the BOMC, which must approve any such transaction in a public forum as well.
Additionally, there is an Economic Impact Study, requested by the BOMC of TCR, (independently prepared) which should be published soon.
